Human
Resource Development In Nepal-India’s Role
1. Over the years,
India-Nepal cooperation has made major contribution to human resource
development in Nepal. A major focus of this cooperation has been in
the field of education, through scholarship schemes and training.
2. One hundred
and fifty scholarships/seats are provided every year to Nepalese nationals
by the Government of India through its Embassy in Kathmandu for undergoing
various courses at the Ph.D., Masters and Bachelors levels in India.
These scholarships/seats are provided for a side spectrum of courses,
ranging from engineering, medicine, agriculture, pharmacology, veterinary
sciences, computer applications, business administration, music and
fine arts.
3. In addition,
thousands of Nepalese students avail admission directly in Indian
Educational institutions/universities for general courses like BA,
BSc, etc. as well as in professional courses like medical, engineering
and management offered by private educational institutions. India
has been the preferred education destination for most Nepalese students
over decades because of the affordability of education, visa-free
access familiarity etc. At any given time, it is estimated that there
are tens of thousands of Nepalese students studying in India.
4. With the aim
of providing comprehensive and integrated training to in service candidates
of HMGN/Public Sector nominees of HMGN, a total of 50 seats are offered
to Nepal by India every year under Technical Cooperation Scheme (TCS)
of Colombo Plan and another 30 under the Indian Technical and Economic
Cooperation (ITEC) program. These in-service candidates are sponsored
for various courses aimed at enhancing their administrative and technical
capabilities.
5. Year 2002,
to mark fifty years of economic cooperation between India and Nepal,
assistance in human resource development has been expanded to include
studies in Nepal also. A new scholarship scheme called “Golden
Jubilee Scholarship Scheme” has been implemented from this academic
session (2002-03). Under this scheme, 50 scholarships have been awarded
to Nepalese students for undergoing Under Graduate Courses within
Nepal. Ten scholarships are being awarded to students undergoing MBBS/BDS
courses, ten for BE/ B.Tech courses and another thirty for BSc and
other disciplines. Each student in the medical/engineering discipline
will get a scholarship of NRs.3,000/- per month, whereas students
in other disciplines will get NRs.2.000/- per month. Selection was
done on the basis of academic results and performance in an interview
conducted by Embassy. Twenty five of the scholarships are reserved
for candidates from educationally disadvantaged districts.
6. India’s
role in assisting the development of human resources in Nepal has
been long and continuous. It is a matter of great satisfaction to
see that Nepalese students who have studied in India are today contributing
substantially in various fields of national development in Nepal.
